£150 Council Tax energy rebate

The government has asked councils to make one-off payments of £150 to eligible households between April and September this year. This is a part of the government’s initiative to help households with rising energy costs. The government are providing a £150 Council Tax energy rebate for households in property bands A to D.

If you're not in a band A to D and still need help, there will be some further funding available to help households who do not qualify under this main scheme. When we have more information, we will publish the details here.

The Council Tax energy rebate does not need to be repaid.

Council Tax energy rebate for Council Tax bands A to D

If you are a householder occupying a property in bands A to D on 1 April 2022, you will qualify for this energy rebate, unless the property is exempt, for example, because it is a second home or unoccupied.

You must be liable for the Council Tax bill at the property to be eligible for the energy rebate. If you receive 100% Council Tax reduction, you are still entitled to the energy rebate.

Direct Debit payers

Residents who pay their Council Tax by Direct Debit will receive their energy rebate first. Once the first Council Tax payment for 2022/23 is paid, we will use those details to process the payment straight into your bank account.

Payments were processed from 5 May. Those that paid their Direct Debit on the first of the month received their payment first.

Most Direct Debit payers have now received payment.

Payment will only be made if a successful instalment to pay your Council Tax has already been claimed and where the name on the Direct Debit bank mandate matches the name held on Council Tax records. If the name does not match, we will contact you to let you know and send you a Post Office cash voucher instead.

Non-Direct Debit payers

Online applications are now closed.

If you did apply online so we can pay your directly into your bank account, we will be making pre-payment checks on the bank details you provided prior to making any payment. In some instances where we have not been able to complete these pre-payment checks, we will write to you shortly after your application has been processed and issue you with a Post Office cash voucher instead. This is to make sure we get the money to you as quickly as possible.

Post Office cash voucher

From 7 July, we will start sending Post Office vouchers in the post to eligible households that fall into the following 3 categories:

You can take these vouchers to any Post Office to exchange for £150 cash. You will need to provide identification to the Post Office to obtain the payment.

In circumstances where you're unable to collect the payment yourself, you can send a family member or friend. They must take the Post Office voucher letter, and their identification and yours (as per the identification listed on the letter). Payment this way is at the discretion of the Post Office branch and cannot be guaranteed.

Due to the high volume of vouchers we will need to issue, these will be posted in batches throughout July and August. You do not need to contact us to request a voucher.

If a Post Office cash voucher is not cashed, we will review these and apply a £150 credit to your Council Tax account instead. The credit will be applied by 30 September 2022.

If applying online or a Post office cash voucher are not your preferred options, you can have the credit set against your Council Tax account to reduce your monthly instalments.

You can request this by emailing us with your instructions at energyrebate@enfield.gov.uk. Please quote your Council Tax account number in the subject field.

The credit will be applied by 30 September 2022. You will receive a revised Council Tax bill once the £150 credit has been applied showing your revised payment instalments. Please continue to pay your Council Tax according to your current bill.

Online applications - why have my details not passed pre-payment checks?

We will be using the government’s recommended pre-payment fraud checking tool Spotlight as part of the online application process before we can pay the rebate directly into a bank account. The reason these checks are done is to reduce the risk of fraud and to make sure we are paying the correct person the energy rebate.

There may be instances where the pre-payment checks are not successful. It does not mean the council believe you are fraudulently claiming the rebate or that there is anything wrong with your bank account.

Unsuccessful pre-payment checks could be caused by a variety of reasons. Some of these reasons could be that your bank account simply cannot be checked through the tool or that there is a small part of the details provided (this could include bank account, name, address, date of birth) that do not match. We are not told the exact reason why checks have not passed.

Do I still need to pay my Council Tax bill?

The energy rebate does not mean you don't need to pay your Council Tax bill - you must continue to pay your Council Tax bill by the amounts and on the dates shown on your bill.

Discretionary energy rebate scheme

If you're in band E to H, there will be some further funding available to help households who do not qualify under the main scheme. When we have more information, we will publish the details here.

How will I know which band my property is in?

If you don’t know which band your property is in, you can find it on your latest Council Tax bill or Check your Council Tax band with the Valuations Office.

If you think your property Council Tax band needs reviewing, you will need to contact the Valuation Office, where you can Challenge your Council Tax band.

Bogus callers - fraud awareness

Do not provide your bank details to anyone calling you claiming to be from Enfield Council and asking for your bank details. We will not be calling you to ask for these details. We will update the details on how to apply here.

I have been paid the energy rebate but I am not entitled to it, what do I do?

Please email energyrebate@enfield.gov.uk quoting your Council Tax account number in the subject field, letting us know you received a payment you wish to return so we can come to an arrangement on repaying this.

I don’t want the energy rebate payment, what can I do?

If you are entitled to the rebate, we are required by government to issue you a payment or apply a credit set against your Council Tax account.

If you don’t need the rebate and can keep your home comfortably warm then you can choose to donate it to any charity or person of your choice.
